The starter finally went chewed the pinion gear on the armature. Instead of buying a new starter, I decided to fix the kicker. I took the primary cover off and found the tentioner shoe sideway as if it had been like that for a while. Since the last time I only replaced the shoe. The screw was still in the shoe. Very short screw, I swapped it out for a longer screw.

I found the shoe sideways the first time I opened the primary and should have replaced the screw then.

Now closing the primary I have to make sure the screw clears. But it works. I don't know if this was the original screw or someone else changed it before I got to it.

Also wonder if its vibrating loose against the case now taller screw.(<reason kept original screw.) The bolt through the bottom of the primary lifts the whole shoe and is creating a circle divot on the bottom of the metal. Good 1mm into the bottom.

The whole set up is weird having to put the spring in with a screw driver to lip and close the primary. And now push the shoe bolt in while keeping the gasket in line.
